Recognition as an Investment-Ready Landscape

Hannah Romero, Water Resources Principal, El Dorado Water Agency; Hannah.Romero@edcgov.us

For those of us who live and work in the upper watersheds of the Sierra Nevada, the needs of our landscape are impossible to ignore. We see the burn scars on our hillsides, the stressed forests, and the impacts on local communities. We also know that the resources locally available to us rarely match the scale of the challenges we’re facing. That’s why agencies like the Sierra Nevada Conservancy (SNC) - a state agency dedicated to building resilience across the Sierra Nevada region - is a trusted partner in helping us move shared goals forward.

I am proud to share that SNC has designated Headwaters Connect as one of 14 Investment-Ready Landscapes in its most recent regional assessment. This designation affirms what we have long understood: investing in our headwaters translates into tangible results.

The headwaters region of the American and Cosumnes Rivers have endured more than their fair share of devastation in recent years, with the combined damaged areas of the 2022 Mosquito and 2021 Caldor fires exceeding 285,000 acres - nearly 20% of the watersheds. The scale of recovery and restoration ahead of us is immense and our focus is clear: increase the pace and scale of watershed restoration, protect our lands from future wildfires, and strengthen the communities that rely on these ecosystems.

According to the SNC, an investment-ready landscape is one where partners have developed a coordinated portfolio of projects capable of delivering multiple, measurable benefits across a large landscape. These projects are designed to create real progress toward resilience within the next five to ten years. At Headwaters Connect, we’re building that impact through a coordinated approach to forest restoration, improved watershed health, wildfire risk reduction, and community resilience.

For those of us who are part of Headwaters Connect, this recognition reflects years of partnership, planning, and shared commitment to protecting our watershed and communities that depend on it. Ultimately, being deemed investment ready represents more than recognition - it reflects momentum. It shows that our watershed group’s work has progressed from vision to action and is positioned to continue delivering meaningful results.

I’m proud of all of the work we have done and that we have created a pathway to turn our planning into lasting impact. With this recognition, our collective efforts have brought us one step closer to achieving the investment our region deserves for today and for our future.
